Zusammenfassung
Während „Privatisierung“ einen realen gesellschaftlichen Prozess bezeichnet, ist „Eigenverantwortung“ eine rhetorische Figur, deren ideologische und psychologisierende Funktion im Zuge der Privatisierung an Beispielen (Sozialgesetzbuch, Berliner Schulgesetz, Hartz-IV, Hochschule) untersucht wird. Es wird gezeigt, dass der Appell zur Eigenverantwortung Selbstbestimmung in umfassender Fremdbestimmung impliziert, Verantwortung von Handlungsfähigkeit trennt, die Fiktion des autonomen Individuums bedient und eine aktuelle Variante der Zumutung bedeutet, objektive Beschränkung in subjektive Beschränktheit umzudeuten.
Summary: Personal Responsibility and Privatization
While „privatisation“ refers to a real societal process, „personal responsibility“ denotes a figure of rhetoric. Drawing on a number of examples (from the code of social law, the Berlin school legislation, Hartz IV, universities), this rhetoric is analysed with regard to its ideological and psychologizing function in the context of privatisation. It is shown that the appeal to personal responsibility (a) suggests the possibility of self-determination under circumstances of general external control, (b) isolates responsibility from the individual’s capacity to act, (c) serves the fiction of an autonomous individual, and (d) expresses a current variant of misrepresenting objective limitations as subjective limitedness.
