Zusammenfassung

Evaluationsforschung kommt im neoliberalen Umbau der psychosozialen Versorgungslandschaft eine widersprüchliche Funktion zu: Einerseits ist sie zentrales Instrument der Kontrolle und Durchsetzung von Kosten- und Konformitätsdruck, andererseits steht sie für Praxisreflexion und Qualitätsentwicklung. Im Anschluss an eine kurze Skizze der Entstehungsgeschichte der Evaluationsforschung werden die institutionellen und konzeptionellen Bedingungen für Praxisreflexion durch Evaluationen diskutiert. Dabei werden sowohl die Bedeutung von Qualitat und Praxisrelevanz als auch die Interessenkonflikte zwischen den Beteiligten sowie die sich daraus ergebenden methodologischen Probleme analysiert.

Summary: Processes of Evaluation – Between Economic Occupation of the Social and Reflections of Work Practice

Neoliberal Transformations of public health-care systems give processes of evaluation a twofold character and purpose: once evaluation is a key tool to control and implement cost cutting and standardization, secondly it can be used for reflecting processes and improving their quality. A brief introduction to the rise of evaluation studies is followed by a discussion of concepts and organizational circumstances for using evaluation as an instrument for reflecting practice. The relevance of quality and practice as well as conflicting interests of those involved in processes of evaluation are discussed. Furthermore problems that arise from methodology are analyzed.
