Zusammenfassung

Die aktuellen Veränderungen in der psychosozialen Versorgungslandschaft sind widersprüchlich: Einerseits sind heute viele Grundideen der Sozialpsychiatrie und Gemeindepsychologie – Selbstbestimmung und Partizipation der Betroffenen, Inklusion statt Ausgrenzung – im professionellen Selbstverständnis und in ‚Betreuungs’-Konzepten etabliert. Andererseits sind Praktiker zunehmend mit den Instrumenten neoliberaler Sozial- und Gesundheitspolitik konfrontiert, die mit der gleichen Begrifflichkeit auf eine Ökonomisierung der Versorgungsstrukturen zielen. Anhand von „Empowerment“, „aktivierender Sozialpolitik“ und „bürgerschaftlichem Engagement“ thematisiert Heiner Keupp im Interview diese Vereinnahmung ebenso wie den aktuellen medizinischen Roll-back und Möglichkeiten neuer Bündnisse.

Summary: Reform psychiatry – Contestations. An Interview

Contemporary changes in the systems of psycho-social care are contradictory. On the one hand basic ideas of community psychology and reform psychiatry, i.e. self-determination and participation of the patients, inclusion instead of exclusion, have been established as well in conceptions of professionality as in concepts of care. On the other hand practitioners are increasingly faced with concepts of neoliberal politics of health that use the same terms but aim at establishing a business paradigm in the systems of health care. In the interview Heiner Keupp discusses how the concepts of “empowerment”, “activation social policy” and “civic engagement” were hijacked by neoliberal policies as well as possibilities of new coalitions.
